Köstinger is considering entry for German vacationers

Austrians will only have limited travel freedom for several months, but German vacationers may be able to come back in the country as early as summer. Tourism Minister Elisabeth Köstinger (ÖVP) has put the possibility of a corresponding bilateral agreement into play in the "Press am Sonntag".

The tourism sector is pushing hard to open the borders for German vacationers. If the borders remain, "then tourism would be dead," said tourism researcher Andreas Reiter of the "Kleine Zeitung" (Saturday edition). Two thirds of the country's tourism companies could not survive the absence of the most important group of guests, which generates more than half of the turnover.

"We have to prepare for the fact that there will be a different kind of vacation this year. But because we have the spread of the coronavirus relatively well under control and as the federal government we can already promise to ease the measures step by step we also absolutely believe that there will be holiday tourism in the summer, "Köstinger told the" Press am Sonntag ".

Bilateral agreements for tourist traffic
"The restriction of freedom of travel will remain with us in the next few months. But if countries are also on a very good and positive path, such as Germany, there is certainly the possibility that bilateral agreements can be reached," said Köstinger, without giving any further details.

Austria is currently only admitting foreign citizens to the country with a negative corona test; the accommodation facilities are officially closed. However, other countries are already making bilateral holiday deals. For example, an airlift for Czech holidaymakers in Croatia is being considered.

Gradual start-up of tourism
Köstinger did not want to give an appointment for the decision to open the border. "There is no deadline, there could be further waves of infection. And then it cannot be ruled out that far-reaching measures will have to be taken again. Until there are drugs and a vaccine, we will have to prepare for massive changes."

According to Köstinger, there should be a plan for the gradual ramp-up of gastronomy and tourism by the end of April. There will be "of course requirements" such as distance and hygiene rules.

Ministry reluctant to open
The Ministry of Health is reluctant to respond to the proposal by Tourism Minister Elisabeth Köstinger (ÖVP) to open the borders to German summer vacationers. "The desire for an opportunity for tourism is understandable, but depends on the development of the corona pandemic in Austria and internationally," said a spokeswoman on Sunday when APA asked.

"The Ministry of Health will examine the necessary framework and prerequisites for this in due course," it said in response to a detailed request from APA. The APA wanted to know specifically whether there will be health checks for the incoming holidaymakers, whether they will have to provide a confirmation from the accommodation provider, whether their stay in Austria will be limited in time and space (e.g. to a federal state) and what obligations the accommodation providers will have and whether immediate and compulsory repatriation of foreigners in the event of illness is required to protect the Austrian health system

Corona laws: Sobotka, like Kurz, refers to the expiry date

VIENNA. Similar to Chancellor Sebastian Kurz (ÖVP), National Council President Wolfgang Sobotka referred to the limited duration of the regulations in the debate about the legality of the
"All laws that have now been passed have an expiration date," he said on Sunday in the ORF press hour. He considers it impossible that crisis laws are brought back to normal.

Video: President of the National Council Wolfgang Sobotka on the quick ordinances that were recently criticized.
If there is a need to change the regulations, there is an opportunity in Parliament, said Sobotka. "Then you have to deal with it," he said. However, the Corona laws would all automatically expire if he defended the government's measures against emerging criticism. After the crisis, all fundamental rights should be fully used again, Sobotka promised. He does not want to push ahead with a quick check of the Constitutional Court. "The Constitutional Court decides which judgments to make faster," he said.

The NR President defended the swift lashing of the legislative packages, including by parliament, on Sunday. "Those who help quickly help twice," said Sobotka. With a normal procedure, decisions were taken in June, he said, and praised the close cooperation between the government, parliament and the Federal President. "I am glad that we have a strong parliamentarianism even in these times," said Sobotka. Bit by bit, they want to come back to a normal parliamentary timetable, including an assessment of laws, he explained.

With a lot of humor and creativity
Sobotka can understand that the changes during the crisis are putting a strain on many people. "I understand that very well," he said about homeschooling for children and young people. However, he could not report many new things on Sunday when schools reopened. He expects a roadmap "in the near future," said Sobotka, which is in the area of the Ministry of Education. It was clear to him that parents are very challenged, but with a lot of humor and creativity you can still go the last way, the former teacher was convinced.

Sobotka doubts that the aid packages put up so far will suffice for the economy. These packages will not be "the end of the line," he said on Sunday. Nevertheless, he defended the government's measures and said, "Human life is always first." For the President of the National Council, it is clear who will pay the cost of the crisis. "All taxpayers are responsible for all costs," he said. When asked about a possible inheritance or property tax, he said they would see "which instruments are used here".

Regarding Ischgl, from where the coronavirus not only spread throughout Austria, but also across Europe, Sobotka said that class action lawsuits brought in should be investigated and questioned whether the authorities dealt with the situation negligently. If so, political responsibility should of course also be clarified, said Sobotka, but also emphasized that the virus did not originate in Ischgl, but in China. Sobotka promised that if investigation committees were brought into the Tyrol Causa, he would support them. A crisis is not a justification for things being swept under the table.
